In response to this competition and UNDP-Hackster community challenge, I am offering a data based app system named EPIDEM, as a highly viable 'ready-to roll-out' solution. Ideal for developing nations and eg.USA or Melbourne outbreaks alike.
* This solution has 3 approaches to starve C19 of victims.
1- Big data. Data science and digital tracking methodologies.
2- Epidem App. Ready-to-use Corona victim epidemiological automation App. Built on world-wide scalable Google Cloud- backed and opensource front-end.

I am not participating in this challenge to pass some idle time- but so save lives.
So allow me to be blunt and ask you to consider this- as one of the cheapest ways to clamp-down on this epidemic, with big real world results.
Impact
I have lived in some developing countries and still have close family in the slums of the Philippines. So my solutions are based on what is already available and how these technologies can be used to maximise their life saving benefits.
- 1- THE CHEAPEST.Basic phones and banking are vital in poor peoples lives.
All phones are tracked by Telcos for load balancing and profit maximisation.
In their billing systems they hold records which identify their customers in time and space. ATM's, Google, Amazone etc.. are also rich sources for tracking down Virus carriers. I have covered this opportunity in my other submission titled: 'Epidem-Bigdata-bread-crumb, silent-CORONA spreader detection'.

- 2- The BEST and lowest cost solution using mostly existing infrastructure... for Android type phones.
This type of phone can run apps and its technology can be better harnessed to find infection outbreaks.
Isolating, quarantining etc.. has shown to be the most effective tool to top the Corona spread. Therefore, this technology must be seriously considered to lead the field in the judging criteria.
There are 4 solutions which can be effective with Android phones (A-to C).
A)- using in-built GPS, Wifi and Bluetooth of mobile phones, is my preferred life saving technology for developing countries.- The phones are in wide use even among the poor.
- My app EPIDEM- asks simple daily personal or family health questions.
- The answers are displayed as a contact safey ratings graph.
- Green for low contact invention risk.
- Red for almost certain infection having taken place.
- This Red - Amber - Green system can be used in eg. schools, shopping centres, markets etc. to screen out and isolate potential infection carriers.
- A customised Google heat map then shows community- up to world-wide infection outbreakes, based on WHO guidelines.
- The Google outbreak heat maps have many uses. 1- they allow the app user to dodge outbreak areas eg, when shopping.
- Health officials can isolate and quarantine infected people, communities or cities.
Viability/ Deployability of the EPIDEMAPP and backend infrastructure.
The EPIDEM APP is the lowest cost solution with the highest lifesaving potential.
- No additional community infrastructure is required. Cellular networks have a very wide coverage and phones are in common use
- Epidemiological monitoring can be performed from existing web browsers, computers, tablets and Android phones.
- EPIDEM is sitting already on the worlds biggest server GOOGLE MYSQL. It can process tens of billions of data points. NOW!!!
- EPIDEM can be deployed world wide.
- EPIDEM is callable and can be deployed in Villages, town, cities, states, countries and all around the world- simultaneously.
- The EPIDEM APP is ready for use NOW.
- Lives can be saved quickly, because it only takes one week to set it up
- All APP users have to do is ask 16 seconds worth of questions. AS INCENTIVE to use the app, THEY ARE GIVEN A HEALTH MONITOR APP- to keep them and their community safe.
Project Story/Instructions The project is based on my own research into the spread and containment methods of C19. I have field experience in poor communities and am sure this method is easy and affordable protection for the poor.
- As long as phones are in use this technology works- right away!!!
- EPIDEM is ready NOW- it just need to be fine tuned to geographic location and be used.
- No technical know how is required to start using the system.
- Users just need to run the app and study the Heat-map outbreak areas.
- EPIDEM takes only 16 seconds to give epidemiologically valuable data.

- EPIDEM is the result of applying my own research and product development methodologies which are published in my competition entry titled: "Epidem-Bigdata-bread-crumb, silent-CORONA spreader detection".
- EPIDEM is not an invention- but the result of rigorous research and the development of solution frameworks which are asked for by UNDP.
Open Source Assessment
- EPIDEM is freely available and ready for use.
- Where open source security threaten lives, or military security, I reserve the right to protect lives, by only disclosing relevant tech information to health-care and other relevant authorities.
- Because he system is life and because people could be injured, The Data designs/schema, also need to be kept private- or we risk malicious manipulation of data with life threatening consequences.
- I have disclosed sufficient information for a data professional to replicate the EPIDEM system However, its quicker to just ask me to assist in their roll-out, using the existing free-to-use and ready-to-use EPIDEM infrastructre,

B)- This is my second- add-on option.Related....using a cheap add-on GPS and Bluetooth module\ to bypass the phones inbuilt Bluetooth- which is hobbled by Android owners/developers for security purposes, making Bluetooth time out and unreliable. It would require a rewriting and recompiling of Android to remove the Bluetooth restrictions. Both Singapore and Australia based their IT response on inbuilt Bluetooth technology and failed. The below technology would be more effective in this type of tracking technology.
This is still a concept under development... but it offers the wealthy user the opportunity to have their health monitored electronically- without fuss. But this is too expensive for 3rd world scenarios. But its a great tele-health gadget. Useful in medicine, epidemiology and for personal use.
I placed this technology in a separate submission to this competition, because its only for the rich. I consider is unsuitable due to its higher costs. When the poor are faced with needing food or buying a gadget, having already no income due to lock downs, their meagre money will be spent on food.
